How to cancel allotted seat in polytechnic college legally

Dear sir I am joined the college in polytechnic college , the college staff taken my original certificates before the councling, college taken my councling number and allotted seat there's college I asked principal give me my certificates I am non local .I have family problems I want join college in my area give me back my certificates , principal tells me take the certificates after 26th July, but they didn't give they are asking me money to give me my original certificates , your allotted by government you can't take certificates ,if you want take certificates you must pay 50.000 or 70.000, then you will get certificates This my issue please respond quickly sir I was beginning you
Here the issue is certificates collected before counseling is wrong and how do you submit your certificates before counseling its wrong from your side and if they collect as you explained just demonstrate and later on it will have proper results.

It is illegal to hold back original academic certificates of the candidates by the educational institutions. It is even more illegal to ask for money to return back the certificates. It is complete deficiency of service by the college. As colleges and educational institutions comes under the purview of consumer protection act, approach the jurisdictional consumer forum under whose jurisdiction, the college is functioning or has a branch and file a complaint against the college. As a relief in the complaint, ask for the original certificates and also claim compensation for the mental harassment and torture suffered by you.
