You need to approach an advocate and narrate full facts of your case to him. After that you can issue notice to the builder thru the advocate giving him 1o to 15 days time for handing possession of the property to you. In the stipulated time mentioned in the notice if he doesn't give you possession than proceed to file complaint in consumer forum thru advocate.

Dear client first send legal notice to builder through lawyer and ask him to handover possession. If builder will not act as per notice then file case in district consumer forum for deficiency in service and ask immediate possession with compensation for mental harassment. You need to take assistance of a local lawyer. You need to first send a notice to the builder following which if they dont reply you can file a complaint in the consumer court.along with the demand for possession you can also get damages if you hire a good advocate.
