It is unfortunate that your certificate are held back by the college for full fee reimbursement from the government, kindly give representation to the college with a copy to the government to release the certificates in the custody of the college

Dear, It is illegal for any educational institution to hold back the candidate's educational certificates when the course is completed. If the college is not releasing your certificates, send a legal notice to the college through a lawyer and demand the certificates. If they do not release the certificates, file a complaint in the jurisdictional consumer forum where the college is situated and proceed further.
