Can I file case against RTO Consultant?

I have given my bike original papers for re-passing on expiry of 15 years in last oct 2016. Till date they have not given my original papers back. I am following up regrusly to get my papers but they are not taking it seriously. Even I am thinking to register police complaint against them. Please guide me in this regards.
Sure you can lodge police complaint against the said consultant and if police refuse to accept your complaint you may directly file criminal compliant case against the said RTO Consultant in criminal court of law and in the said case you must asked whether the said consultant is having valid license & or his name is registered with the concerned RTO Department.

Initially you file an R.T.I. application asking them to provide the details of your re-passing or whether any compliance is pending from your end. If you can get something in writing from their them under R.T.I. that, their is no compliance pending from your end you can move forward and file the complaint to the consumer forum.

You can directly lodged FIR before the concerned Police Station as per Sec.406 and 420 IPC for to get fastest remedy to punish him and simultaneously you can file a Consumer Complaint for Compensation.
