Can I file a case against BSNL for deficiency in services

using bsnl landline and broadband from 2011. From 2011 I m not able to use land line (noise problem) but broadband working with frequent disconnection. On November 18 2015 problem of land line is rectified . but I paid for both services monthly rent of rs 707 with service charges since 2011.Is it possible to suit against bsnl for deficiency of services? What all the documents needed to prove deficiency of services?How to prove the problem I don’t have complaint copy? Where to file?is it possible to get compensation after the problem rectified)If time limit expires reason satisfy the court

First of all, whether you have vented out your grievances with the BSNL grievances cell by writing complaints about your faulty telephone or broadband services?, Have you exhausted the remedies available with the corporation?
If not done so far, do i immediately narrating the entire events and problems you had faced and suffered so far due to their negligent attitude and deficient service.
After getting an unsatisfactory reply/response, you may plan to initiate legal course of action against this problem.

Sir,
BSNL is a service provider.You have every right to sue for the deficiency of service through the District consumer forum under the provisions of Consumer Protection Act. Now you send a legal notice tothe authorities citing the period of disruption and disconnection of services. Wait for their response at least for one week and claim for compensation.
