Withholding of 1 increment with cumulative effect

Sir/mam,nI am government teacher. During COVID lockdown guidelines, 50% of staff are to attend school per day. No physical classes were running at that time. Our school has 2 teachers. My co teacher was supposed to attend the school that day as 50% staff is attended. I am Head Master and she took leave permission from me for vaild reason. I duly marked CL on 25/09/2020. After 5 days on 30/09/2020, Mandal Education officer issued an instruction that even if one teacher who is supposed to attend is on leave, other teacher should attend inplace of them and ensure school is not closed. Basing on this, show cause notice was issued to me for closing school on 25/09/2020 on which such instruction from MEO was not present. I defended myself by saying the same but disciplinary authority not satisfied and imposed major penalty for not following Logic/soul/spirit of government order and thus closing of school. Please help me on how to appeal to higher authority.
