Colleges cannot legally withhold your hall ticket for first-year exams if you have paid the first-year fee in full. Forcing you to pay second-year fees in advance is arbitrary and can be challenged legally. You may approach the University authorities or file a writ petition in the High Court seeking immediate direction to issue your hall ticket. Please share your fee receipts and college notices with me urgently so I can advise you on filing the proper representation or legal petition before exams.

Withholding your first-year hall ticket for not paying second-year fees is illegal and against MCI/NMC guidelines. The college cannot deny you the right to write exams once you’ve cleared the first-year fees. Immediate steps: 1. Send a written complaint to the college principal demanding release of the hall ticket, keeping copies. 2. If they refuse, approach the University Controller of Examinations and NMC grievance cell with proof of payment. 3. You can also file an urgent writ petition in the High Court under Article 226 for immediate relief. Courts have repeatedly held that students cannot be barred from exams for such reasons. 4. Preserve all receipts, notices, and communication as evidence. Act quickly as exams are near — urgent legal action can force the college to release the hall ticket in time.
