Why is mutation on hold for properties in Kestopur

I am planning to buy a 2 years old resale property in Kestopur, Kolkata. But the seller has informed that he does not have a CC or mutation certificate. He has provided me with copy of deed of Conveyance and a sanctioned building and flat plan. The plan was approved by Rajarhat Municipality.
it may be he is trying to abstract more monetarily by quoting this as you wont cross check with the department of urban planning with rajarhat municipality there is a simple way out to obtain whether mutation is really happening or not
in this context there are lot of things are missing. 1. Why CC is pending. 2. if sanctioned plan is there if there any problem at Municipality or fault of Developer. Any problem from Hidco or from the concirned authority. Pls contact with relivant papers with prior appointment then original solution can be provided.
