Who is liable to pay the electricity dues of previous flat owner

Hey, I want to buy a property in auction which has some electricity dues not paid by the previous owner of the property. Can you tell me whose liability it is to pay the dues if i buy the said property ?
It is the liability of the previous owner to pay all the taxes and dues which were due before the said sale of the property. Also, you can send him a legal notice demanding the same and if he still denies then you can file a recovery suit against the previous flat owner.
