Whether neighbours can get stay order to stop deputy collectors order

Hi Sir, My name is Elroy and I am from Goa. Basically the passage from which we pass from with the car has been blocked by our neighbors saying that it is their property and have just given us under 1 meter for bikes to pass through. Since then the car is lying inside and are not able to take it out, it has been 4-5 months. So we had put the case with the deputy collector and after a couple of hearings he has also ordered that the obstruction done is illegal and to clear it. so my doubt is that whether my so called neighbors can get a stay order to stop the deputy collectors order.
