What to do if I have received a seal notice from municipal committee ?

i got a seal notice from municipal commiitee today for my hotel there is a ex service men living behind the hotel he write letters every day to diffrenet departements like municipal com. , pollution department...prime minister... he is saying that we are against him... we are threat to his rights even human right executives visited our hotel and examine the things but there is no response from then till date..then how come this notice from municipal comm. what to do now.
The seal notice by municipalcommittee is a precursor to the fact that some action will be take against you once the period of notice lapses. Therefore, I would suggest not to wait and take it for granted, instead, you must consult lawyer and send them befitting reply along side of the legal intervention by filing an Injunction suit.
