After FIR police has recorded your statement and submitted chargesheet before the court. Now this case at the stage of hearing and your appearance is required before the court as a witness to confirm your previous statement which you have stated earlier before police.

Oh it means the investigating agencies ie police has submitted its final report before the designated competent court in its jurisdiction.
Generally if the investigating agencies do not find ample evidence against a perpetrator of crime they submit final form before the court to close the evidence After receiving such report the competent designated court issues notice to informant to appear before it and if the informant represents it with reason why he is dissatisfied with investigation the court after hearing may direct further investigation or it may accept the report bring an end to case.

Summon is being issued if someone is tried on a complaint. The trial court has to record the statement to arrive in a conclusion in the case .The property which was stolen might have not been recovered but there must be some clue for which the case is under trial.
