Summon is being issued if someone is tried on a complaint.The trial court has to record the statement to arrive in a conclusion in the case .The property which was stolen might have not been recovered but there must be some clue for which the case is under trial.

You can file a complaint u/s133 crpc before the executive magistrate under an allegations of public nuisance and such magistrate is empowered to redress the complaint directing the parties to clear up the obstruction
Q: Complaint of RTI was not responsed within 30 days
I filed a rti against a bank as they did not provide my details of payment of my loan paid during 2003 to 2008 as they say that at that time CBS( core banking service) was unavailable, so they can't provide the details. Hence I filed an RTI.In which they do not provide me with the information within 30 days. Now the days passed what should I do?

If thirty days from the day of your filing of the application has been elapsed,then you can file the first appeal before the designated authority for the information you sought and if it will fail you can file an appeal before the information commission

I was filed a RTI to the Registrar of Cooperative Society Odisha regarding the documents of a selected candidate for junior clerk (Examination Conducted by Odisha Subordinate Staff Selection Commision) . but The PIO refused to provide the information and mentioned The information would cause unwarranted invasion of the privacy of any person . By which section of RTI Act I can get the documents (educational documents,father's name etc) of a selected candidate. If here any RTI expert then please guide me.
