What is the applicability of WRIT decision by the High Court

respected lawyer my name in the patwar document verification list. There are 2 stage of exams pre and main.my dv is happen by revenue board. The matter is that..my rscit course is completed after pre exam.so at the time of dv they took my form separate and remarks as m late rscit student.there are almost 500 student whose rscit course is complicated after pre. rscit court is additional qualification that board demand.they wrote in the patwari notification that rscit is complete before pre. Some student goes to court and apply rit that. board allow them for joining. my question is that 1)normally what is desion of court on this matter to board..They support students or not??? 2)2nd questions is that if court give decision favour of student (allow them in joining) then it is apply for all 500 student or only those student who apply rit in court?? plz tell
