Is it better to change the name during degree or after degree
I am in first year of degree please help
you can seek declaration and have to issue a legal notice to the concerned department by giving them 60 days notice period! you can change when ever you want, but it is suggested to get it done at the earliest to avodid any kind of problems

it is better to get change before graduation and once it changed during course you can submit application to university after getting change in sslc regards, then you will get certificate with changed name.
