Well, there are different stages through which your case reaches on the table of the Judge for Hearing. After it reaches the table, there are further stages until you get the Court Decree (final decision). Coming to your specific query, Pre admission stage is such a stage where your case has not been admitted yet for Hearing purpose.

at the pre admission stage the person who has initiated any kind of proceeding in high court has to prima facie satisfy the registrar of the court regarding the maintainability of his case.

usually apparently bogus cases and the cases which substantially lack merit or the cases which are not maintainable are disposed off at this stage.

when the matter is 'admitted' at the ' pre admission ' stage, the court issues notice to the person against whom the matter has been filed and then hears both sides and gives decision

it means new case is filed n it's for admission before the court.
if it is admitted then court will direct the department to issue notices against opponents n if it's not admitted..case will be disposed off.
