you have to move an application for release of the vehicle in proper court with attaching a copy of all the documents, take help of an advocate. further the traffic police must have issued a challan for that, mentioning all the offense with the name of the court and date of hearing of your matter. please go to the court yourself or preferably with an advocate on that date and pay the fine awarded.

U cant settle the mtter without knowing your father since he owner of the bike. Involvement of your father is necessary in this regard you with your father will go to the ps where your seize d bike has been kept then you will go to the concerned court from there with all the necessary documents

He will have to appear, otherwise you will not be able to get your car released... You will have to tell him and get an authority letter from him to appear in court on his behalf and to pay challan and get the car released.
Thanks
