Validity of unused e-stamp paper for Agreement

I was directed to procure e-Stamp paper for New Locker Agreement of value Rs. 160/= by HDFC Bank branch in January 23 but last date for submission was extended by the RBI. I approached bank with all relevant papers etc. in June 2023 but the concerned officer declined to accept it as it was purchased past more than one month. He can accept this stamp paper and printed agreement document if purchased within one month.nHe insisted to procure another e-Stamp for agreement purpose. nIs he correct?

stamp paper Has a validity of six months in which period the same can be returned/refunded. It must be noted that in specifically in Delhi the paper even six months old can be used as there is no such expiry of the stamp Paper and the bank personal cannot refuse you to take It.

The Indian Stamp Act prima facie does not stipulate any expiry date for the usage of Stamp Paper and Section 54 only provides a recourse for refund in case a person does not wish to use the stamp paper within six months of such purchase, there is no obligation on the Purchaser of the Stamp Paper to use the same within six months. there is no duration of the e stamp paper and hence the person asking you to buy another one is trying not to put things into right perspective. in that case just ask him to give in writing on bank stationary that it will not be accepted by the bank and he will not do that
