Validity of notarized document without oath and witnesses

The third party submitted Notarized document of No Objection declaration certificate with forged signature where is no oath and witnesses in the Housing Board Hyderabad. Third party submitted M.O.U of consideration dated 1.09.2009 in Housing Board and other terms conditions with forged signature. The Non judiciary Stamp Paper of Rs. 100/- purchased by unconcerned person for self on 28.4.2008. This draft is hand written and third party Husband signed put dated 1.9.2009 there is no specific date. The Housing Board Registered plot based on these documents. The consideration is not paid. Please confirm validity of documents and Can I file Criminal Case of Forgery

Without witnesses and oath the document of no objection is not valid. You will have to get minimum of 1 witness to sign the document for its validity. Oath is another important proof for the validity of the document. therefore the NOC is not a valid document
