Sue people for allowing their stray dogs to bite and chase people

I have recently moved into a new house, and have found a few stray dogs that have been noticed to bite/chase/disturb people passing by and/or walking-around in our society. I had a word with the maintenance office, and they told me a group of people living in flats in the society had declared the dog(s) private dog(s), and had managed to quash & suppress previous efforts to get the dogs removed from the society, as they were a threat to people and other domestic dogs also. The Maintenance Office also told me that the owner(s) of this dog had managed to put someone in prison for trying to get Animal Control to remove the dogs, and had further managed to ensure a guard who shooed away the dog spent some time in police lockup. Please do advice me on how I should deal with this matter, as I feel the presence of these stray dogs (keeping their previous actions in mind) pose a threat tom my immediate safety, and, that I wouldn't want to get convicted for simply trying to secure my safety.
File a complaint before the Estate Manager of ur society and side by side give a complaint in concerned PS and Committee of ur town for removal of those dogs. If they are private dogs they need to be kept in the houses who care for them else they are stray dogs and need to be carried away by committee people.
