yes a state government employee can be office bearer in society or in ngo but yes he is strictly barred from holding elective position and he must not receive any salary or any kind of remuneration of it

A State Government employee may be able to hold a position in a Society or NGO, but it depends on the applicable service and conduct rules. Prior permission or NOC from the competent authority may be required, especially if the position involves remuneration, financial interest, or conflict with official duties.
