Smoking violation in office what action can we take

Dear Sir, How do we stop people smoking in our office building which has public access. Our several requests have been ignored by these people. Even building owner's requests have been ignored. This smoke which remains in the common passage for long time gives us throat irritation and frequent coughing while passing through this passage. Your prompt advise will help us to build a healthy society.
Second, you can contact local police and file an FIR in local police station against specific people or against unknown offenders.
