Return of my original documents from medical college

I am in 1st year MBBS at government medical college but now due to severe health issues I want to resign from my seat but college is asking us to pay 10 lakh as penalty to leave the seat and not returning my original documents
Also they have not taken any undertaking regarding bond from me could you please assist me in this matter

They can't hold the certificates for non payment of fees but you have to compensate the losses incurred for the college , that they can recover by filing case against you so request them to provide documents but they may demand for the undertaking affidavit
