Reissue the passport in Kuwait place

I debote from Kuwait because I have medicine that is illegal in Kuwait taken my passport and not return to me Indian embassy have given me emergency passport after coming here India someone has put FIR on me what is the procedure for the issuing the passport and every 6 month I have to go for hearing

Well, you have not cleared, that, you are a Citizen of which country? Whether, you are the Citizen of India or a Foreigner or a NRI or a PIO? Secondly, you want to get a passport issued, you have not mentioned, that, you need passport of which country?
