Regarding pollution generated by Rice mill

I am living in a village of Patna District, state of Bihar. 5ft from my home there is a big industrial Rice Mill and Corn mill, which is generating extreme sound , Dust Particle and smoke of Corn. My mom is suffering from cancer and GrandMa & GrandPa also have heart and lungs disease. Is it legal to run such kind of industry in my location? What I have to do to shut this ind. ustry.
For running an industry or factory there are certain terms and conditions which is regulated by the state government better industry or factory situated that’s why before filing any case against any factory or industry or its directors you have to assure the guidelines which is Prescribed by the concerned state government and national Green Tribunal, Delhi is the authority for filing these type of cases
