Regarding issuing of Transfer certificate from school

If any student of class-4, 5 etc. do not get qualifying marks of their annual exam and hence he/she is promoted in higher class on the ground of liberal consideration of Principal. 1) Can Guardian apply/take Transfer certificate from the school to enrol their ward to another/new school ? 2) Can school deny to issue Transfer certificate as the principal paid liberal/sympathy to the ward for promotion in higher class ?
