Regarding EWS Reservation in Govt. Exams

Q) Can a state public service commission issue a corrigendum that provides EWS quota for an exam that was notified months before the EWS quota was officially notified? Note: The last date for application was over way before the EWS quota was notified. Is it not a retrograde application of a law? Please clarify.
it can be challenged because prima facie it is retrospective application of the policy and this policy was not notified to be so. however State has a defense which is noy denied. butbi believe you can proceed with this case and if possible file batch petition.
