Regarding common passage adjacent to plot.

I hope this finds your cooperation. Last year I purchased a plot from a land broker. There are two common passage of 8' running either side of my purchased plot. One of the passages adjacent to my plot has same Dag number(plot+passage). As because it was made by 1st broker. Another broker (has power of attorney) made another common passage(different Dag no.) adajacent to my plot. I want to use both the passages. As I did not purchase land from him, he asked not to use that common passage (that passage is not personal road of him) and demanded money for using this. During registration both the common passages were defined on the site map provided by amin. I will make a settlement with him. But he made fencing ( made of bamboo logs and thorn wire) on that side to obstruct me today. His passage was converted to common as he sold a few land along side of that passage.a few unsold lands are still left.So, my question is " Do I have a right on using that common passage?"nHoping to response.
