Reg: Sewage water( septic tank water) discharge into streets

How to file a complaint and to whom the complaint has to be filed regarding the discharge of septic tank water into streets from a flat? ( In a village panchayat) No action has been taken so far by the village president after several complaints and no proper road facilities has been done so far which results in stagnation of this septic tank water in the street for a long period which leads to increase in mosquito, spread of diseases and creates a unhygienic condition.

Dear Sir/Mam, if the village panchayat did not take action against the complaint you have given, then attach all the letters given to Village panchayat and send these letters to BDO through RPAD. Even after the BDO doesnt take any action regarding this, then you can approach the District Collector of your region. for further clarifications please feel free to call me.
