Reg my certificate for passport

Sir, I took a four yr degree in a clg due to ny family situation my parents health issues financial prblm I wasn't able to attend my final yr. Now I want my 10th certificate for my passport appl. Bt they are nt giving due to fees balance nd now I m unable to pay that much amount bt I want my pp for my job they r playing in my career in my life wt to do?

We can send a legal notice to the college. They cannot retain your certificate legally. We can file a writ petition to direct the Concerned government authority to get you your certificate from them. You can also file a consumer complaint against the college as unethical trade practice.
