Promotion in University teaching job

I joined as Lecturer in Dumka in a state university in 1998. Was promoted to Lecturer Senior Scale in 2004. Applied for next promotion to Associate Professor, which was due in 2009. Promotion was denied to me as the deadline for promotion as per the existing rule was December 2008. Now the government has drafted a new rule in 2022 for promotion in cases after 2008. Can I file a writ challenging the government position on the ground that no rule can be implemented from back date?

you have coined the query where you asked promotion in your department based on the notification which has been formulated 8 but now the government has published new notification in 2022 and set aside the previous notification of promotion . As per law you have right to challenge the notification because prior to publication of this notification you have qualified for promotion. then call for more legal assistance
