Procedure when President of society is not acting on the complaint

I m living in apartment Society in Siliguri, west Bengal. President n Secretary have disconnected lights in common areas of society. On my complain they told it is small matter and that they have done intentionally to save electricity. I opposed it and told them to reconnect and adapt other alternative measures. They made mockery of my complain in the meeting. Electrician has been called twice but to fix other problems. My complain is being intentionally ignored. They are being adamant, arrogant and egoistic .they are showing monopoly. It is almost 2 months now. Today I gave them final notice to respond to my letter and reconnect lights in common areas by 4/8/18. Please suggest what action is needed. Should l lodge a FIR...or file case first...

I do hope that your stated society is registered under the WB Apartment Ownership Act.Please study all the provisions of the by laws of the said society.The governing body can not act upon some​ones whims and fancies.The president or any other functionaries must act within ambit of statutory provisions.At the first instance , you should issue a letter to the Secretary of the society stating inconveniences​ being faced by you and others due to the action taken by the society and in the same letter you also record asking for an extra ordinary general meeting immediately to discuss and settle your issue through consensus opinion of the majority of the members of the Society.Your proposed actions​ both civil and criminal proceedings are not warranted at this stage.
