Procedure to file for contempt case against auhtorities

We are not a party in a case but find in some case the orders of court are not implemented properly and public is directly affected. Can we file contempt case against authorities. If Yes pls. suggest law or order etc.

A petition for Civil contempt of court can be filed and the High Court has original jurisdiction in regard to the petition where their is a willful dis obedience of a court direction subordinate to the respective High Court.
Willful disobedience of a court order is also an offence under IPC if such disobedience may cause injury to public.
Apart from this a Writ petition can also be filed against the concerned authority asking as to why their is a disobedience and for further appropriate directions.
