procedure of get back migration certificate from university

My dughter took admission in PhD program VIT AP university in 2021. At tha time she deposited her migration certificate from Mysore university. Due to non co-operation from her guide she left the university in last May. At that time the VIT AP university issued one transfer certificate .Now to take admission to other university , they are asking for migration certificate and Transfer certificate is of no use.nMy daughter dropped email to the registrar to return the migration certificate as she

hi if the university people are not giving migration certificate then you could give a eepresentation to authorities and if they still failed to give then you could file writ petition in high court against such inaction of authorities as it is creating lot of hardships
