My case is pending in district court now can I appeal in high court for fast track

there is no procedure to appeal in order to move it to fast track but you can file a writ petition seeking direction to the lower court to dispose the case in a specific time period for which you need to approach a high court advocate

You may file an application seeking directions for early hearing in your case before the District court itself. In case, the application is dismissed by the District Court, you may approach the High court by way of a writ petition requesting the HC to give appropriate directions to expedite your matter and decide within a stipulated time frame.
