Procedure and cost involved when fined for broken number plate

I was challan by Police at 12:30 AM in night for slightly broken car number plate. I showed all necessary documents to police but the policeman just wanted to harass me and he gave me a Rs 100 challan and took my driving license giving a date of 10th July'17. I reached the court and went straight to room number mentioned on challan MM27 in Jaipur w/o hiring any lawyer outside the court offering help. Inside court I met this babu accompanied by an advocate who said that I will have to submit an application stamped with Rs 70 stamp to court to get back the license.He grabbed the challan and attached the application and took Rs 400. He said that court had given me date of 20th July'17 and he will give be back my license then. 1. What is the application required for and does it need to have stamps worth Rs70? 2. I ended up paying 4 times of the challan?Fair? 3. Why did he give me date of 20th July? Is this a normal procedure? In petty cases a person needs to go multiple times to court?

Court given date for next hearing for you file a affidavit in court that write i am repair or new number plat on vehicle and your are use this broken number plate this vehicle is not used any illegal work or used you that statement given on otha affidavit a complete this work timely and produced slip off this work is completed.

Sir ye procedure ka hi part he because challan me vakalatname ke tickets hi 51 ₹ ke lagte he or phir application bhi lagti he.... court me challan me date lagti he sir....Phir agar apko advocate hire karna he to uske charges alag se.... Thanks

My dear friend , first thing is that you have stated that your money and challan were grabbed but my dear when you will meet any lawyer then obviously he will do the needful and for this purpose an application is required to submit before the concerned court and stamp will be affixed on the vakalatnama and application . An advoacate will take his fees despite it that matter relating to petty or not ? In our country everybody have right to defend his case in person in a court or before any authority. In your case you have given the money 400 hundred for your work. if you were not satisfied then you were right to not to give 400 to lawyer.
