WHAT IS THE POWER OF THE BENCH IN CENTRAL ADMINISTRATIVE TRIBUNAL DEALING WITH CONTEMPT PETITION ? IS THERE ANY LIMIT TO THE COST IF AWARDED IN FAVOUR OF THE PETITIONER ? FOR NON COMPLIANCE CAN THEY GO BEYOND THE ORDER OF THE ORIGINAL APPLICATION AND DISPOSE OFF THE PETITION ON MERITS IN FAVOUR OF THE PETITIONER ?

Section 17 of the Administrative Tribunals Act, 1985 endows the Tribunal to punish for contempt and confers all such powers that High Court has. Cost is subjective and no limit is prescribed but amenable to re-look/Appeal based on facts. Rule 23 of the Contempt Rules,1986 provides discretion to the Tribunal to impose costs "as it deems fit in the circumstances of the case."
It is settled law that power of Contempt is limited to non implementation of the Order and cannot go beyond the order granting any further relief.
