Patta land made as fish pond but FTL(full tank limit)mark

I have Patta land made as fish pond 30years ago,but one side of our patta land we have village river/reservoir, and Maped as FTL(full tank limit).mostly before 30 years we doesn't have water in rivers,we digged our lands and made pond but from 3 years river water some time increases.How to remove the mark of FTL from our land,and no objection to continue only fish pond,and due to FTL fish pond licence rejected,want fish pond licence.ote because of water source only we started fish pond near river in patta land without water source we couldn't start and no crops will grow so we converted to fish pond.any solutions to remove FTL mark and to get fish pond licence with out objection.
