Passport Annexure D Form Issue

If minor Father is in abroad he send Annexure D form through his friend Minor passport Annexure D form with Courier cover proof submitting is compulsory or not.
i red in passport seva site there mentioned only Annexure D signed form but Passport seva kendra officer asking courier proof.
I tottaly confused which is correct rules for Annexure D form submiting please give clarity about this matter.
mam in the rules of passport for minor child the rules says both parrnts have to appear in person in front of passport officer then only they process the passport of minor child as you are saying tht your husbabd us not in india so in this matter you need court direction to passport officer concern to process the same there is no other oprion you have .
