Passed certification exam can i be considered for promotion

I have passed the required certificate exam which is required for a promotional post; however, my certificate is still awaited. Please let me know if I may be considered for promotion before getting the certificate in hand. Please also help me with some judgements on the context which favours that without having the certificate in hand I may be considered for the promotion.

Dear Sir/Madam,
Your query is not a legal query but more of procedural aspect that has to be completed for obtaining your certificate. You can enquire and obtain from your college /university the mark sheet or the mark list stating the marks you have obtained and which also shows that you have passed the examination. You can produce this information before your employer and stating that you have cleared the examination but the mark sheet has not been made available to you. Write a letter to your employer stating the aforesaid facts and also enclose a copy of the mark sheet as obtained from the college/university for ready reference. The aforesaid shall serve your purpose and will help you secure your due promotion.

Sir what is your educational qualification?. Where are you working? What is the nature of appointment? What are the terms and conditions for your promotion? How much years of experience do you have. U need to answer this to get solution.
