Passed certification exam can i be considered for promotion

I have passed the required certificate exam which is required for a promotional post; however, my certificate is still awaited. Please let me know if I may be considered for promotion before getting the certificate in hand. Please also help me with some judgements on the context which favours that without having the certificate in hand I may be considered for the promotion.

You can enquire and obtain from your college /university the mark sheet or the mark list stating the marks you have obtained and which also shows that you have passed the examination.
