Party not returning special tools back

Sir,
We have give special tools to party A which makes certain products and deliver to us. We deliver those products to Party B. Such special tools belong to us and we are the owners which has been given to Party A for making those specific products.
Now Party A is denying to return the said social Tools.
Q1:Can we file police complaint that Party A is not returning our Tools.
Q2:Can we file civil suit also.
Q3:Can party A deny to make products and also not return our tools, how to ensure that until he is not returning our products, he continue to make product A for us.
1. you can file the police complaint against Paety A for not returning your tools.
2.yes, you can file a civil suit against the party for the return of your personal property (tools). Further you can file the conversion suit also.
But, make sure to retain copies of any documents, conversations, email or any agreement of you have signed.

Hello if there is any agreement between you and party A for use of tools or any MOU you can file the civil suit for remedy. you can also file criminal complaint for cheating, breach of trust provided you have ownership of tools.

You can file a civil suit against party A and can also take injunction order against him to not to use those special tools till the final order in the case. You can also claim compensation from the amount which party A earned by making products without your permission.
