Parking and nuisance issue by neighbour

My neighbour is always fighting related to parking issue which is on public land.He has placed flower pots in front of his house where he can park his car but he don't do that instead park on other available areas. We had multiple quarrel related to this and also include RWA and police but he is not listening and neither police is helping in solving the problem . I have 2 cars and sold one and the place is empty now and he planted a plant over there( roadside lane)and it's a pubic area. What needs to be done as police is not helping at all and the neighbour is not listening as well.

You can file a civil suit of injunction in your respective district court of your jurisdiction under preventive injunction that forces an individual to abstain from doing an action that is preventive , prohibited or negative
