Paper of a departmental exam not checked properly.What to do?

I gave a departmental exam. For promotion. In one of the two papers, I passed, but, in other I failed due to one question being unchecked. I appealed. Authority, upheld the appeal. But, they agreed with the evaluator's please that she gave marks for two questions at the same time. While recheck, they checked my unchecked question as well as the question checked also, and gave final result as failed. What should I do. I applied for recheck of one question which was not marked, but, they checked another question arbitrarily and reduced the marks previously given. Plz guide.
