Objection against lift by single member in society building

Ours is coop.society building.Society has given NOC for lift afetr Lift proposal was approved in AGM meeting.Only one member from ground floor is objecting for lift while rest 15 members have no objection.Ours first,second and third floor memebrs are senior citizen , suffering from knee problems . How to resolve his objection as our all efforts are in vain.
there is only an amicable settlement that can be done with the concerned member..you shall once again call for a meeting and convince the concerned member that since other members of the society are senior citizens and suffering from heavy knee issues it is advisable to have a lift in the building..

majority decision prevails. there is no so value for only one opposit member. also he is reciding on 1st floor so it is probability that he stand against soc.
you may recover charges from him also by issuing legal notice if he Denise.
