OBC NCL Certificate getting rejected

My father is an ASI in the Central Industrial Security Force(CISF). He is a group C officer and that makes me eligible for OBC NCL but my block is rejecting my application and I'm stuck

As your father is Group C employee, the rs. 8 lakh creamy layer applies but according to DOPT guidelines, block officers are illegally rejecting your application. You will have to file a writ petition before High Court to take action on your application
