OBC-NCL certificate for migrated people (only for central quota)

OBC -NCL certificate I was born in Tamilnadu and obtained BC Nadar certificate (OBC in central govt) but raised up in Maharashtra where BC Nadar caste doesn't exist, hence I completed my Post-graduation under General category. Now I am married and settled in Chennai and wanted to pursue PHD in Central govt institute under OBC_NCL category which is asking for OBC -NCL certificate. My father is a retired Maharastra govt employee and come under non creamy layer category and permanently resides in Maharashtra. To determine my OBC-NCL status I understand that my father’s income is taken into account and its less than 4.5 lakh per year (pension) which is less than 8 lakh limit set by govt for OBC-NCL status. When I approached Maharashtra E-Sewa they said my caste is not listed in their state and cannot issue OBC -NCL (as we have migrated to Maharashtra from TN). Now where should I approach for getting my OBC-NCL certificate ? Is it in Tamilnadu or should I again try in Maharas

You can apply for the certificate in Tamilnadu based on categorisation of your caste in the TN Gazette. Based on your father's caste it will be easier to establish your OBC status in TN. Your categorisation in Maha has nothing to do in TN. Here you belong to a caste which is properly categorised and published in the gazette.
