OBC Certificate Proof of residency before 1993 is not available

My father migrate to delhi from Madhya pradesh after 1999 and not have OBC certificate . Now I want get OBC certificate of Delhi but Don't have any proof of residence before 1993.Is there any way to get proof of 1993 residence or any other way to get OBC.
