Well, you should lodge a FIR against the Court Staff for intentionally keeping your brief in custody. Then, you see, how will they act and turn every stone unturned to find your misplaced brief. Once you will get the brief, you can apply for the NOC to obtain passport. Else, file fresh brief or petition to get a NOC for obtaining Passport.

This is very vague query. pl provide details as to what was the case about? Where was it filed? What was it for? which court? As far as passport is concerned, there is no right to restrict travel of any individual. It is violation of fundamental rights.
