NOC for constructing compound in Chennai, India

Measured my land with surveyor from government and marked it. Then started constructing compound wall, by the time panchayat ward member raised an abjection verbally and stopped the conversation work. "He says that the markings by the surveyor is falling on the road space". So then I surveyed the land again but still he is abjecting.
So is it possible to get NOC from the court to construct my compound wall?
You can send representation to concerned authorities and let them answer. In case of delay you can approach the high court in the form of writ petition to push the authorities to clarify the issue. Then no-one can in interfere in the construction of the compound wall.
