NFU is denied due to bad pen picture in 2015-16 ApAR. eligibility is
01-Oct-2023 (In Civil Law)
I am working as director in ministry of defence abt 28 yrs of service. My 26 yrs APAR (personal appraisal report)is no problem. (reporting is Director,initiating is ADG accepting is DG) In 2015-16 initiated by AGD pen picture is not good( but eligible mark is given ,due to this I have not got my Higher scale up gradation (NFU). I am retiring On june/2021. Due to this my pension witll be reduced by 8
Rs 8000/-.
the nfu is based on empanalment and posting of particular batch officers in the centre and its not linked to the vaccacies in the grade and is purely non functional and personal to the officers. in your case we need to see the benchmark assessment and after going through further documents we can come to the conclusion that whether we can review it before court or not. we can have further discussion on this in detail.

Sir, you need to file a representation before the DG in this regard. In case the DG fails to address you greviances, the order of the DG will have to be challanged before the Central Administrative Tribunal.
